The far northern bay, and the emptiest water of the three. Fewer boats hold licences here, which is the whole appeal and also the whole limitation.
Bai Tu Long lies north-east of Ha Long and carries a fraction of the traffic. On a weekday outside the peak months you can anchor within sight of no other cruise boat at all, which is not something the other two bays offer at any price.
The trade-offs are real. There are far fewer boats to choose from, so if your dates are fixed your options narrow quickly. The route takes in fishing villages and quieter caves rather than the headline sights, and some guests find the second day thin. It is also the most exposed of the three bays, which means it tends to be first to close when the provincial authority issues a storm warning between July and September.
Come here if emptiness is the point. If you want the famous karst and are only on the water one night, Ha Long proper is the better use of the trip.
